Preliminary Draft Plan for West Hayden Island Released

Opportunities and Open Houses

Open houses and other opportunities to gain information and give feedback announced. 


On Friday, June 15, 2012, City staff presented the West Hayden Island (WHI) Project Advisory Committee a preliminary draft plan for WHI, with proposed zoning code and Comprehensive Plan amendments and a draft of the Intergovernmental agreement (IGA) between the City and the Port of Portland. This information will be reviewed and discussed with the public during upcoming open houses on the island on Wednesday, June 20th and Tuesday, July 17th. Check the calendar for more dates and information.

The final background reports and several technical documents requested by the City Council were also presented to the advisory committee, including the:

  • Cost/Benefit Analysis
  • Portland Harbor Lands Analysis
  • Land Management Options
  • Updated Recreation Analysis
  • Economic, Social, Environmental and Energy Analysis

These and other background reports are available for review.

Staff will brief the Planning and Sustainability Commission (PSC) regarding the background research on the local health impacts of a proposed WHI development. The presentation is tentatively scheduled to begin at 7:15p.m. on Tuesday, June 26. Check the agenda for additional information.

West Hayden Island Open House and Complete Preliminary Draft

Summary of Open House

On Wednesday June 20th, staff with the Bureau of Planning and Sustainability presented an overview of their Preliminary Draft of the West Hayden Island (WHI) project and took questions and comments during a three-hour open house held on Hayden Island. 

As part of the open house, a complete version of the Preliminary Draft including code commentary and an introductory overview was made available to attendees. Comments from the community included general concerns about the project, specific concerns about the impact to community health from the potential development, and the lack of a new bridge to serve the development.

You can connect with staff if you wish to make a comment on the draft. These, and other comments received over the next several weeks will be considered as part of the Proposed Draft planned to be released in late July.

West Hayden Island Open House held on July 17th

Overflow Crowd at Open House talks to Mayor Sam Adams

A "standing room only" crowd of nearly 100 people attended the West Hayden Island Project open house held by the Bureau of Planning and Sustainability on Tuesday July 17th. At the Oxford Suites on Hayden Island, Mayor Sam Adams began the proceedings by opening up the floor to public comments and questions, which were summarized and posted throughout the meeting room during the first hour. This was followed by a presentation from City Staff on the current West Hayden Island process, which included additional information about the progress of the study of health issues for adjacent areas.

West Hayden Island Proposed Draft Released - Update

Release of the proposed draft and updated schedule of upcoming events.

The Bureau of Planning and Sustainability (BPS) has released the Proposed Draft Plan for West Hayden Island. This draft incorporates feedback from the community and the WHI Advisory Committee, taken during 4 open houses, 16 hours of office hours, 5 technical work sessions, numerous neighborhood meetings and 21 Advisory Committee meetings, including many extra meetings during the past two months to accommodate in-depth discussions about the preliminary proposed draft plan.

The WHI Proposed Draft responds to City Council’s direction (Resolution #36805) to develop a legislative proposal for the possible annexation of West Hayden Island, including a concept plan for no more than 300 acres of marine industrial development and no fewer than 500 acres of protected open and recreational space. The Proposed Draft package includes:

  • Revisions to the city’s Comprehensive Plan and Zoning Maps to assign land use designations to the island;
  • Amendments to the Comprehensive Plan policies and zoning regulations, including the creation of a plan district to regulate uses and development on WHI;
  • A proposed Intergovernmental Agreement (IGA) between the City and the Port of Portland outlining the timeline and responsibility for future improvements on the island; and
  • The Proposed Draft of the Hayden Island Natural Resources Inventory and the Economic, Social, Environmental and Energy Analysis (ESEE), which provide the basis for the environmental portions of the zoning code. Due to their size, they are posted separately.

The release of the proposed draft plan kicks off two months of public outreach and discussion. Staff will be reviewing the draft with the project advisory committee and holding several work sessions in September with the committee and subject experts. The public will be able to review and comment on the Proposed Draft at an Open House on September 12, 6 – 9 p.m. Please check the project website for more details and additional dates.

On October 9th, BPS staff will give the Planning and Sustainability Commission a briefing on the Proposed Draft, and updating them on advisory committee and public feedback received to that point. The PSC will host a public hearing on October 23rd on the Proposed Draft and any proposed amendments or changes to the draft. The public is invited to testify in person at this hearing or in writing.

Change in Timeline for WHI Health Analysis

Research, literature review and recommendations to be released in the next few weeks

A team of health experts, which includes staff from Multnomah County Health Department, Upstream Public Health and Oregon Public Health Institute, is preparing a health analysis of potential impacts on the community as a result of a possible future marine terminal development on West Hayden Island. The first part of the document (literature review and analysis) was to be released today.

The Health Department has requested additional time to complete the health analysis and present the entire document (literature review, analysis and recommendations). “Multnomah County Health Department wants to ensure this report presents the technical information in a way that adds value and makes sense to experts as well as the general public,” said Multnomah County’s Health Officer Dr. Gary Oxman. The City agrees with the health expert team that additional time is warranted.

A revised timeline for the release of the health analysis as well as meetings with the WHI Advisory Committee and open houses for the public will be posted online next week.

The recently adopted Portland Plan stated the City's intention to incorporate public health considerations into its land use planning work. This report will be an example of how that element of the Portland Plan can be implemented.
