Available for review: West Hayden Island Final Health Analysis

Analysis will be shared with the public at an open house tonight on Hayden Island.

The West Hayden Island Final Health Analysis is now available for review and will be shared with the public at an open house tonight on Hayden Island. This report was prepared through a partnership between the Multnomah County Health Department, Upstream Public Health, Oregon Public Health Institute and the Bureau of Planning and Sustainability.

This health analysis constitutes Step 1 of a two-step process to evaluate health impacts of potential marine terminal development on the community. The evaluation identifies a range of potential impacts, based on the WHI Concept Plan and the zoning proposal that will go before the Planning and Sustainability Commission for consideration. The report references a number of other supporting documents with primary data, including a baseline noise study, traffic study and port emissions data. Both the Draft Health Analysis and the supporting documents can be found on the WHI website under Technical Studies: Phase II.

Next Steps
The Planning and Sustainability Commission will hold a special hearing on the entire WHI Proposed Draft (including the health analysis) on November 15, 5:30-9 p.m. at the Portland Building. Public testimony will be taken at this time.

West Hayden Island Public Hearing With Planning and Sustainability Commission Draws Large Crowd

Testimony to continue on November 27

The Planning and Sustainability Commission (PSC) held a special hearing on the West Hayden Island Planning proposal on Nov. 15 in the Portland Building. At the evening meeting, more than 200 attendees filled a conference room and overflowed into the auditorium, where they could watch the hearings via closed circuit television. More than 70 people signed up to testify at the hearing, which lasted four-plus hours. Project advisory committee members and sovereign nations tribal representatives also provided testimony on the proposal.

Given the large number of testifiers, PSC Chair Andre Baugh announced that the hearing would be continued to Nov. 27 to allow more time for public testimony. The final report from the advisory committee is likely to be available at this hearing.

For those who could not provide oral testimony at the Nov. 15 hearing, there is still a chance to testify on Nov. 27. At the hearing, please fill out a testimony sheet as early as possible to ensure a time to testify. You can also comment in writing by submitting your written testimony to:

Mayor and Staff release Amendments to West Hayden Island Proposal

Amendments submitted to the Advisory Committee at their worksession

The mayor, in conjunction with his staff and the Bureau of Planning and Sustainability, released a package of proposed amendments to the West Hayden Island Proposed Draft. These amendments were presented to the project advisory committee at the beginning of their worksession this morning. The package included a letter from the mayor, a summary of the elements of the amended proposal, and updated versions of the zoning code and intergovernmental agreement (IGA) shown with "track changes" to indicate what had been changed. This information will also be provided to the Planning and Sustainability Commission for discussion at the project hearing on November 27th.

West Hayden Island Advisory Committee Final Report Released

The West Hayden Island project facilitator released the WHI Advisory Committee’s final report on Nov. 25. The Advisory Committee met on Nov. 9 and 21 to discuss and review the WHI Proposed Draft plan as well as the Mayor’s proposal of amendments. The AC members took straw poll votes on key project elements related to transportation, community impacts and natural resources mitigation  Their report reviews their process from 2010 to present and tallies major plan elements they were in favor of and/or opposed to.

The Advisory Committee will discuss this report and their process with the Planning and Sustainability Commission (PSC) on Tuesday, Nov. 27, 2012, from 6 to 9 p.m. during a continuation of the public hearing held on Nov. 15.  This second PSC hearing on the WHI project will be held at 1900 SW 4th Ave, Rm 2500A.
