West Hayden Island Open House and Complete Preliminary Draft

Summary of Open House

On Wednesday June 20th, staff with the Bureau of Planning and Sustainability presented an overview of their Preliminary Draft of the West Hayden Island (WHI) project and took questions and comments during a three-hour open house held on Hayden Island. 

As part of the open house, a complete version of the Preliminary Draft including code commentary and an introductory overview was made available to attendees. Comments from the community included general concerns about the project, specific concerns about the impact to community health from the potential development, and the lack of a new bridge to serve the development.

You can connect with staff if you wish to make a comment on the draft. These, and other comments received over the next several weeks will be considered as part of the Proposed Draft planned to be released in late July.

Preliminary Draft Plan for West Hayden Island Released

Opportunities and Open Houses

Open houses and other opportunities to gain information and give feedback announced. 


On Friday, June 15, 2012, City staff presented the West Hayden Island (WHI) Project Advisory Committee a preliminary draft plan for WHI, with proposed zoning code and Comprehensive Plan amendments and a draft of the Intergovernmental agreement (IGA) between the City and the Port of Portland. This information will be reviewed and discussed with the public during upcoming open houses on the island on Wednesday, June 20th and Tuesday, July 17th. Check the calendar for more dates and information.

The final background reports and several technical documents requested by the City Council were also presented to the advisory committee, including the:

  • Cost/Benefit Analysis
  • Portland Harbor Lands Analysis
  • Land Management Options
  • Updated Recreation Analysis
  • Economic, Social, Environmental and Energy Analysis

These and other background reports are available for review.

Staff will brief the Planning and Sustainability Commission (PSC) regarding the background research on the local health impacts of a proposed WHI development. The presentation is tentatively scheduled to begin at 7:15p.m. on Tuesday, June 26. Check the agenda for additional information.

Public invited to discuss and comment on preliminary draft, background reports and technical studies

The preliminary draft and related background reports for West Hayden Island will be introduced to the public and interested stakeholders at two open houses on the island, June 20 and July 17. The open houses will feature “discussion tables,” where people can learn and ask questions about four topic areas in the draft plan:

  1. Community Benefits
  2. Natural Resources
  3. Transportation
  4. Technical Studies

City staff will incorporate public comments from these open houses as well as from the WHI Advisory Committee into the Proposed Draft Plan, which will be released at the end of July in advance of a briefing for the Planning and Sustainability Commission in August. A public hearing with the PSC is tentatively scheduled for September 11.

Fourth West Hayden Island Technical Work Session

Summary of notes from session held on March 23, 2012

On March 23, 2012, the West Hayden Island (WHI) Advisory Committee and a group of technical experts reviewed and discussed two draft reports recently completed by the consultant ECO Northwest, and one staff memo. The consultant draft reports included the Harbor Lands Analysis and Cost/Benefit Analysis, and the staff produced a memo on Land Management Options. These studies are described in greater detail in a previous posting. During this facilitated work session, the advisory committee heard and discussed experts' insights on the reports. These work sessions provide an opportunity to discuss any major issues related to the reports and review potential changes to the document. Changes are currently being made to these documents and the final documents will be posted to the web site in advance of the release of any proposed codes and agreements.

WHI News: Consultants release Final Base Concept Plan and Technical Studies

Staff with the Bureau of Planning and Sustainability (BPS), in conjunction with the consultant Worley Parsons, has released the draft Concept Plan report for West Hayden Island. The concept plan is a “snapshot in time” of what may be feasible for a potential future development on 300 of the island’s 800+ acres, as well as natural resource enhancement and passive recreational opportunities on the remaining 500 acres. It is being used to help inform staff as they move forward with developing the proposed zoning and regulations that will apply on the island.

BPS staff have also made available the following three draft reports in preparation for a technical worksession on these subjects on March 23rd beginning at 8:30a.m. The reports will be discussed in the order listed below:

  • Harbor Lands Inventory: (Discussion from 8:30–10:00 a.m.) This consultant study reviews the most recent cargo forecasts to determine the potential need for marine terminal land and considers the development potential for certain sites along the Willamette.

  • Public Benefit / Cost Analysis: (Discussion from 10:15 a.m.-noon) This consultant study considers the benefits and costs of developing West Hayden Island in accordance with the concept plan, compared with the benefits and costs of leaving the island in its current state.

  • Land Management Options: (Discussion from 12:30–1:30 p.m.) This staff memo analyzes options for restoration, long term care and financing for the open space area on West Hayden Island.
