The City of Portland is updating its Comprehensive Plan, a long-range 20-year plan that sets the framework for the physical development of the city. Portland originally developed its Comprehensive Plan in 1980; periodic updates of the plan are mandated by the State of Oregon. The Comprehensive Plan Update will help to implement the Portland Plan, the City’s strategic plan for a prosperous, educated, healthy, equitable and resilient Portland.
City Council adopted the 2035 Comprehensive Plan on June 15, 2016. The plan will guide land use and transportation planning for Portland for the next 20 years.

This project will develop new campus institution zoning procedures, and identify infrastructure investments that could facilitate institutional employment growth.

This project will develop new mixed-use planning and zoning designations in Portland’s commercial and central employment zones.
This project includes updates to the City of Portland’s Zoning Map to implement the Urban Design Framework and the goals and policies of the 2035 Comprehensive Plan.
