Buildable Lands Inventory (BLI)

The Buildable Lands Inventory (BLI) is an assessment of the capacity of land within the City of Portland to accommodate forecasted housing and employment needs through the Year 2035. This assessment was adopted by the Portland City Council and approved by both state (LCDC or DLCD) and regional (Metro) planning agencies. The state term for approved is “acknowledged.” The BLI includes both maps and documents. Three documents explain how land was identified as having either having full, diminished, or no capacity for additional housing or jobs. One map, the Employment BLI, depicts vacant and re-developable land available for jobs, while two maps, the Residential BLI, do the same for housing. Features and conditions deemed likely to impair the development or re-development of land are depicted in four series of constraint maps: hazards, infrastructure, natural resources, and other. More about the BLI.
