This document provides context and background to help understand the development and layers of the Urban Design Framework. It describes the physical evolution of the city and includes an urban design concept, objectives and illustrated urban design framework to implement the city’s preferred growth scenario.
The Urban Design Direction illustrates how the city intends to grow, how people will experience the public spaces within it, and how different places in the city can be enhanced. The graphics highlight key features of the city and provide guidance for public investments that will strengthen existing – and help make new – places throughout Portland. The document also provides direction for more specific changes to the city’s set of regulatory tools, including the Portland Zoning Code, street plans and standards, land use and/or design review procedures and design guidelines.
