Project Process and Milestones

The Mixed Use Zones Project builds on the goals and policies of the 2035 Comprehensive Plan by helping to implement guiding principles of the Plan such as economic prosperity, human health, environmental health, equity and resilience. The Mixed Use Zones Project also supports Comprehensive Plan goals and policies related to urban form, design and development, housing and economic development.

Phase 1 – Assessment and Research (April - September 2014)

Assessment of Portland conditions, issues, and zones; community walks and case studies; best practices research

Phase 2 – Concept Development (August 2014 - May 2015)

Development of a framework for mixed use zones that responds to the new Comprehensive Plan; analysis of development and design issues and testing of incentives, bonuses and other zoning parameters.

Phase 3 – Zoning Code and Map Development – Draft Code (May - September 2015)

Draft Zoning Code and Zoning Map amendments to implement the Code Concept developed in Phase 2.
