To prepare the real-estate market for Portland’s new Home Energy Score Ordinance, BPS is developing administrative rules that address the design, layout and content of the required Home Energy Performance Report. The ordinance will go into effect on January 1, 2018.

Please submit comments and suggestions on the draft administrative rules. Your feedback will help ensure that rules and forms are clear, understandable and useful to homebuyers, home sellers, builders, real estate professionals and home energy assessors.

Comment on the Draft Administrative Rules – Requirements for Home Energy Performance Reports

The draft rules provide details about what a Home Energy Performance Report must include, and who must produce it, to comply with Portland City Code Chapter 17.108.
