ORS 197.625 and OAR 660‐0025 require that Comprehensive Plans be based on identified facts, typically assembled in a series of background reports. The purpose of this work is to provide a thorough and current analysis of existing conditions in Portland on which to base the content of the Comprehensive Plan. The factual basis includes the following Council-adopted documents.
On June 11, 2014 the Oregon Land Conservation and Development Commission approved the City’s Housing Needs Analysis, Natural Resources Inventory, and Infrastructure Condition and Capacity Analysis as supporting documents for Portland’s Comprehensive Plan. City Council adopted this final version of the Economic Opportunities Analysis in June 2016, and it was approved by the state in early 2017.
