The West Hayden Island Draft Health Analysis is now available for public review. This report was prepared through a partnership between the Multnomah County Health Department, Upstream Public Health, Oregon Public Health Institute and the Bureau of Planning and Sustainability.
This is the first time the City has partnered with health professionals to evaluate a zoning decision. The recently adopted Portland Plan stated the City's intention to incorporate public health considerations into its land use planning work. This report is an example of how that element of the Portland Plan can be implemented. While this draft health analysis is a small step — and only a first draft — we are excited about the opportunity that this kind of partnership presents.
This health analysis constitutes Step 1 of a two-step process to evaluate health impacts of potential marine terminal development on the community. The evaluation identifies a range of potential impacts, based on the WHI Concept Plan and the zoning proposal that will go before the Planning and Sustainability Commission for consideration. BPS will use the information in this analysis to update the Economic, Social, Environmental and Energy (ESEE) analysis for this project. The report will also help with refinement of mitigation measures included in the draft City/Port intergovernmental agreement. Step 2 will occur when a more specific development proposal is made and a formal Environmental Impact Statement is prepared.
The report references a number of other supporting documents with primary data, including a baseline noise study, traffic safety study and a greenhouse gas analysis. Both the Draft Health Analysis and the supporting documents can be found on the WHI website under Technical Studies: Phase II.
A work session with technical experts and the West Hayden Island Project Advisory Committee is scheduled for Monday, October 22 from 12:30 to 4:30 p.m. on Hayden Island. This work session will provide an opportunity for technical discussion and further vetting of the draft, as well as advisory committee discussion of the potential recommendations. The public is welcome to attend, and there will be an opportunity to comment or ask questions.
An open house on the West Hayden Island project is scheduled for November 7 at the Portland Expo Center.
The Planning and Sustainability Commission will hold a public hearing on the project on November 15.
