Sustainable City operations are guided by a range of important policies and plans, adopted over the past 20 years. Below is a select list.
These principles and objectives guide bureau directors and City staff in daily management, operations, an employee action. This resolution establishes ten principles and eleven performance objectives as well as reinforces the requirement for each bureau.
The overall City/County Goal is an 80 percent reduction in carbon emissions from 1990 levels by 2050, with an interim goal of 40 percent emissions reduction by 2030.
To reduce energy costs and carbon emissions, this policy requires commercial buildings over 20,000 square feet to incorporate energy performance tracking using EPA’s free ENERGY STAR® Portfolio Manager® tool and to report this information to the City of Portland on an annual basis. The purpose of the policy is to provide information about building energy performance and motivate investment in energy efficiency improvements.
In 2001 and 2005, the City adopted policies for its own facilities to be first LEED Silver, then LEED Gold. Also included are requirements for ecoroof coverage, energy performance and registering and certifying existing buildings to LEED EBOM at the Silver level.

The City of Portland shall incorporate sustainable practices in its procurement, use, and disposal of all paper products.
As IT hardware becomes obsolete or unserviceable, it shall be disposed of in a socially responsible and environmentally sound manner.
According to Fleet industry analysis, reducing idle time can save about 12% of the fuel we consume. This equates to a potential savings of about 228,000 gallons per year.
