About the Education and Youth Success Policy Expert Group

The Education and Youth Success PEG will consider policies related to educational facilities: how they can accommodate projected growth, flexibly provide multiple functions and serve as intergenerational community anchors. This group may also explore complementary community investments that will help advance the Cradle to Career partnership’s strategies to support youth academically, socially and physically. (Implementing the Equity Framework and Thriving Educated Youth strategy of The Portland Plan.)

Meeting Schedule

Education and Youth Success PEG meetings are held on the third Monday of each month, 4 p.m. to 6 p.m. at 1900 SW 4th Avenue, Room 7A. The June 18th meeting will be held at City Hall (1221 SW 4th Ave) in the Pettygrove Room. For transit directions, we recommend TriMet Trip Planner. For driving and Biking directions, we recommend Google Maps. There is on-street metered parking and a parking garage located beneath the 1900 Building. Potential Topics

The Education & Youth Success Policy Expert Group will consider policies related to educational facilities: how they can accommodate projected growth, flexibly provide multiple functions and serve as intergenerational community anchors. Specifically, this PEG will consider:

  • Collaborative planning with school districts to ensure that projected growth can be accommodated by existing and future facilities, particularly on the eastside schools and in the Central City;
  • Locating new school facilities to activate neighborhood centers and optimize accessibility by transit, walking and biking for students and community members;
  • Regulatory flexibility for school districts to adapt to enrollment changes, technological advances and other emerging needs while maintaining accountability to neighborhood concerns regarding impacts;
  • Issues related to private and charter schools that locate in residential neighborhoods;
  • Shared use of public school grounds and facilities for multipurpose and intergenerational use; and
  • The relationship between growth management policies and school enrollment.


Community members have been chosen for their experience and ability to draw on the feedback and experiences of a larger community or constituency regarding perspectives on the topic of their PEG, and for their ability to collect feedback from that community or constituency when needed. Agency staff members have been chosen to bring an agency perspective to PEG discussions and to be able to take back and share PEG developments within their agencies, getting feedback when needed.

Paul Cathcart:  Land use planner in the Portland Public Schools Office of School Modernization

Lois Cohen:  Community Involvement Committee member, self employed communications and public engagement professional; formerly Director of Community Partnerships for PSU's Graduate School of Education

Ernesto Contreras:  Architect with experience working on school campus design throughout the country; actively involved with Hillsdale Main Street and member of its design committee

Karen Fischer-Gray:  Portland Planning and Sustainability Commission member; Parkrose School District Superintendent

Will Fuller:  Volunteer and board member for Elders in Action; Chair of Southwest Neighborhoods Inc. Schools Committee; long-time community schools advocate through Community and Parents for Public Schools and other organizations; served on PPS Strategic Planning Committee and Citizen Budget Review Committee

Bob Glascock:  Bureau of Planning and Sustainability staff; BPS liaison with Portland Public Schools long range facilities planning process

Gabe Graff:  Bureau of Transportation Active Transportation Division staff; manages the City’s Safe Routes to Schools Program 

Diana Hall:  Multnomah County Program Supervisor for the SUN Service System; key participant in the Cradle to Career Partnership; educator by training

Douglas Hardy:  Bureau of Development Services staff – land use review and regulatory issues

Michelle Lagos:  Recent MBA grad with marketing and arts background; small business owner and member of PABA (Portland Area Business Association); volunteer with at-risk youth through SMYRC and Outside In

Mary Richardson:  Portland Parks and Recreation, Program Manager, SUN Community Schools, Senior Recreation and Adaptive and Inclusive Recreation

Scott Rose:  Educational facilities planner for 23 years, including 17 years in Portland; has developed educational master plans for 36 school districts in Oregon; East Portland Action Plan member

CJ Sylvester:  Portland Public Schools Chief Operating Officer, with oversight of the district’s Office of School Modernization and Facilities and Asset Management, among numerous other departments

Troy Tate:  Urban League Social Justice and Civic Leadership representative; director of non-profit church-based preschool in NE Portland; active with Overlook Neighborhood Association and other community organizations

Stacey Triplett:  Metro Sustainability Center staff, currently Intertwine Conservation Education lead; experience in and dedication to environmental literacy and connecting green infrastructure with the social, physical and academic success of youth

Lilly Windle:  Visual arts teacher at Lincoln HS; previously taught at Whitaker MS and Wilson HS; participant in equity initiatives at Lincoln and visioning process for PPS high school redesign

Helen Ying:  Former Parkrose School District administrator and educator; representing the interests and perspectives of Centennial, David Douglas, Parkrose, Reynolds School Districts on the PEG
