The Central City 2035 Concept Plan and the N/NE Quadrant Project were both unanimously adopted by City Council in late October. The concept plan provides a roadmap for the Central City for the next 25 years, while the N/NE Quadrant plans are intended to revitalize Lower Albina and the Lloyd districts and improve traffic safety on and around I-5 near the Rose Quarter.
An update to the 1988 Central City Plan, the Central City 2035 Concept Plan lays the groundwork for the next generation of Portland’s renowned efforts to revitalize the downtown, build a robust network of transit options and create the business, cultural, retail, recreational and educational hub it has become. The Central City 2035 Steering Committee envisioned more complete neighborhoods with amenities — including schools and housing for families — and greater access to the Willamette River, which is poised to be an even more inviting attraction for boaters, swimmers, Frisbee players, tourists, families and others who want to spend time on or near the water.
Chet Orloff, a local historian and co-chair of the Steering Committee praised the process of creating the concept plan, stating, “The Central City 2035 Concept Plan represents some of the best effort Portlanders have made to-date.”
The plan is the result of two years of stakeholder involvement, public outreach and collaboration with the Planning and Sustainability Commission, which also unanimously voted in favor of it. Michelle Rudd, co-chair of the CC2035 Steering Committee and PSC member, commented, “We’re excited about this product and what it means for makingPortlandan even better place to live. We’ll use it as a springboard for beginning implementation of the Portland Plan.”
Bureau of Planning and Sustainability Director Susan Anderson summed it up: "The new concept plan will encourage the development of vibrant interconnected neighborhoods close to all the great amenities and jobs in the heart of our city."
The new plan is intended to guide development of four detailed quadrant plans within the Central City (N/NE, SE, NW and SW).
The N/NE Quadrant Project comprises synchronized land use and transportation plans to increase jobs, housing, safety, mobility and livability in Lower Albina and theLloydDistricts, as well as provide for freeway and local street system improvements near the Broadway/Weidler interchange.
These plans are the result of an innovative partnership between the City ofPortlandand Oregon Department of Transportation (ODOT) to combine a local district planning effort with a process to address longstanding safety issues on the I-5 freeway. Together the two plans provide a blueprint for integrating land use and local transportation investments with freeway improvements needed for a safer, more vibrant and green community.
The N/NE Quadrant Plan will help direct and manage growth for theLloydDistrictandLower Albinaover the next 25 years. The plan focuses on preserving the industrial and employment character of Lower Albina and concentrating high-density development in theLloydDistrict, with a focus on new residential development and amenities needed for a full-service neighborhood, including green streets, bike and pedestrian connections, open space and parks.
Scott Langley, president and CEO of Langley Investment Properties, remarked, “As a result of the 2035-N/NE Quadrant Plan, we are already making investment decisions and plans that have a positive impact on land use and economic development in the Lloyd District. This economic action would not be possible without the vision and clarity the plan provides.”
The I-5 Broadway/Weidler Facility Plan addresses longstanding safety and operations issues on and around Interstate 5 and the Broadway/Weidler interchange. The freeway project presents an opportunity to improve the urban environment and safety on local streets in the interchange area. It also proposes to rebuild overpasses with lids over the freeway, which could be used for development or open space, the addition of new connections over the freeway, and providing additional safer pedestrian and bicycle facilities.
Over a nearly two-year period, members of the N/NE Quadrant Stakeholder Advisory Committee (SAC) worked with interested community members and land use and transportation planners to develop the N/NE Quadrant and I-5 Broadway/Weidler Plans. The 30-member SAC included representatives from neighborhood groups; local businesses and business groups; the Lloyd Center Mall; the Rose Quarter; and bicycle, pedestrian, freight and environmental advocates.
