City Council moves the Code Reconciliation Project to final vote

The Portland City Council held a public hearing on the 2035 Comprehensive Plan Code Reconciliation Project – Recommended Draft on March 21, 2018. They subsequently held deliberation sessions on April 11 and 25. The project amends Title 33 (Zoning), as well as Title 11 (Trees), Title 18 (Noise Control) and Title 32 (Signs).

During their deliberations, Commissioners made several amendments to the Recommended Draft, including an amendment to retain the Buffer overlay zone (33.410) in the Portland zoning code. The Buffer overlay would continue to be applied in some limited circumstances where Employment and Industrial zones abut Residential zones. Other amendments include minor technical and some policy-related changes.

Public testimony closed on March 23, and City Council is scheduled for a final vote on the project on May 24. The changes would become effective immediately along with the other 2035 Comprehensive Plan Early-Implementation Amendments adopted in December 2016.
