DOZA open house May 9; DOZA Tools Concept Report coming soon

The Design Overlay Zone Amendments (DOZA) project team is sharing proposals to improve design review in Portland. Community members can review the DOZA Process Discussion Draft (available now) and DOZA Tools Concept Report (available May 7), then talk with staff at an open house on May 9.

What’s in the DOZA Process Discussion Draft?

The DOZA Process Discussion Draft is available now; comments are due by June 1, 2018.

DOZA Process proposes ways to make the design review process more efficient, predictable and transparent. The project proposes amendments to the Zoning Code that work in conjunction with ongoing administrative improvements being led by the Bureau of Development Services. BDS implements the City’s design review program through the development review process.  This DOZA Process Discussion Draft provides a 60-percent draft of the proposals for public feedback.

The DOZA Process Discussion Draft proposes to:

  1. Revise the purpose statement for the Design overlay zone and related design chapters to reflect the direction of the new Comprehensive Plan.
  2. Clarify that floor area ratio (FAR) cannot be reduced as a condition of design review approval.
  3. In the Gateway plan district, allow smaller projects to use Community Design Standards as an alternative to a design review.
  4. Align the Type III design review and historic resource review process with an applicant’s design process by allowing phased submittals of materials, requiring early design conferences and ensuring focused commission deliberations and decision-making.
  5. Update the rules related to Design Commission membership to allow landscape architects as industry technical experts, and clarify that the public-at-large member is independent of these industries.

Staff welcome feedback on the Discussion Draft. Your comments will be considered as we prepare the Proposed Draft for the Planning and Sustainability Commission in August. The PSC will hold public hearings and accept testimony in writing and in person at that time.

What’s in the DOZA Tools Concept Report?

The DOZA Tools Concept Report is scheduled for release on Monday, May 7; comments are appreciated by June 1, 2018, but are welcome through the summer.

DOZA Tools will create new discretionary design guidelines and objective design standards to implement the Design overlay zone outside of the Central City. The project will update the thresholds for design review and consider several additional concepts. This DOZA Tools Concept Report provides a 40-percent draft of these concepts for public feedback.

The DOZA Tools Concept Report presents concepts to:

  1. Design overlay zone map. Update the map to align with the new purpose statement of the Design overlay zone. This concept would expand the Design overlay zone to all neighborhood centers and remove it from most single-dwelling zoned properties.
  2. Thresholds. Align the level of design attention with the relative impact of a project, while acknowledging that projects in the Central City warrant a higher level of attention than those outside.
  3. “Character” buildings. Encourage new development to incorporate older buildings or façades that define the area.
  4. New tools. Guide the development of new discretionary design guidelines and objective design standards for areas outside of the Central City.

This public outreach period is focused on familiarizing community members with the concepts and getting feedback to inform preparation of the DOZA Tools Discussion Draft this winter.
