After hearing from more than 100 community members about their vision for the 30-acre site at NE 122nd and NE Shaver and surrounding area, the City of Portland and planning consultants are developing concepts for the large site owned by the Rossi, Guisto and Garre families.
The urban farm is potentially a “blank slate” for a master plan development, which could include housing and commercial buildings, with space for community-desired services such as eateries, a grocer, an entertainment venue and more.
Master plans typically cover several blocks or acres of land. They are meant to create a cohesive neighborhood for residents and businesses, incorporating streets, open areas and other features. The goal for this project is to create a unified design rather than disconnected development that does not meet the community’s needs, or City or owners’ goals.
On Thursday, April 18, the project team will share a few alternatives – or concepts – for such an integrated development, which would also relate to the nearby schools, parks and streets.
The Concept Plan Workshop will build on the Vision and Aspirations Workshop held last December. At the workshop, participants will be able to explore more detailed conceptual options for future development on the site. We will use community feedback on potential site layouts and future land uses to refine the concepts into a preferred concept for the property owners as they consider the future of their land.

The Parkrose-Argay Development Study - Vision and Aspirations Workshop was held on December 11, 2018. A report that summarizes feedback from the workshop, as well as related mail-in and online questionnaires, is available online.
The project team has been working closely with a Project Working Group (PWG) on concept and outreach ideas. The PWG is made up of community members with ties to organizations, such as neighborhood and business associations, the Parkrose School District and other community organizations, as well as property owners.
The Rossi, Giusto and Garre farms on NE 122nd Avenue have been family farms for a century. Now the owners, working with the City of Portland, want to explore options for creating something new that will serve their community for the years to come.
The Parkrose-Argay Development Study will explore options to create a more complete and connected neighborhood on the 30-acre site at NE 122nd Avenue and NE Shaver Street.
