The 82nd Ave Study: Understanding Barriers to Development

The 82nd Ave Study aims to better understand the barriers to development in this major eastside corridor. The process will consider five to six key opportunity areas spanning the corridor. It will test assumptions about barriers to development. The project aims to enhance conditions for employment and mixed-use development in these key areas.

The project team (City staff working with a trio of consultants) will assess the real estate market, meet with property and business owners, and use results of analysis to illustrate prototypical building types on selected sites. The prototype buildings will illustrate how a key property might build out over time, in several phases: in the near term (1 to 4 years); medium term (5 to 10 years); and over the long term (10 to 20 years).

The project might evolve to accommodate plans and projects carried out by ODOT, which currently owns and maintains 82nd Avenue (State Highway 213).

This project is funded in part by a Metro Community Planning and Development Grant. The Bureau of Planning and Sustainability is the lead agency for the study. BPS will work with the Portland Bureau of Transportation (PBOT) to address transportation barriers and connectivity within the corridor with the development of the PBOT 82nd Ave Plan

Together, the two bureaus will coordinate with the Oregon Department of Transportation (ODOT) as part of the state’s 82nd Ave of Roses Implementation Plan. The ODOT project is a planning effort to create a list of feasible projects to improve safety, mobility and access for people using 82nd Avenue in the seven-mile segment between NE Killingsworth Street and SE Johnson Creek Boulevard. Learn more about ODOT’s project.
