The North Reach is Portland's working harbor. The area stretches between the Fremont Bridge on the west side and the Broadway Bridge on the east side to the Willamette's confluence with the Columbia River. The River Plan / North Reach focuses on supporting the uses and development that make up the working harbor while balancing the need for a clean and healthy river.
