Final administrative rules (below), including all amendments and interim rule changes, for the Home Energy Score Program were adopted on December 18, 2017. These rules clarify residential energy performance rating and disclosure requirements for home sellers and home builders, as defined in the code.
BPS published notice of the adoption of interim rules on December 11, 2017. BPS staff sent notice of the rule change, giving the language of the rule change, purpose of the rule, and invited questions and comments by email to Neighborhood Associations and District Coalitions recognized by the City Office of Neighborhood Involvement and the BPS list of parties interested in the City of Portland Home Energy Score program. Any interim rule adopted by the Director is effective for a period of 365 days from the date that the interim rule is adopted.

The Director of the Bureau of Planning and Sustainability is issuing an interim rule change, effective December 18, 2017, to remedy issues raised by stakeholders before the policy takes effect on January 1, 2018

For newly-constructed homes, the Home Energy Score may be produced based on design documents prior to construction. This is a sample of the Home Energy Report that new home builders will receive after the Pre-construction Assessment.
