Jennifer Cooperman is the Chief Financial Officer (CFO) for the City of Portland and Director of the Bureau of Revenue and Financial Services (BRFS). Prior to her appointment, Cooperman served for six years as the City Treasurer.
As CFO, Cooperman reports directly both to the City’s Chief Administrative Officer as well as the Mayor and City Council. As the Director of BRFS, Cooperman oversees and directs the work of its six divisions: Accounting, Debt Management, Grants Management, Procurement Services, Revenue, and Treasury. Additionally, she serves as advisor to City bureaus and the City Council on financial matters, including development of long-term financial planning and reporting metrics to help guide City Council policies and decisions as they affect long-term financial sustainability.
Before joining the City, Cooperman was a Vice President with Goldman Sachs & Co. and held regulatory roles as the Director of Policy with the New York State Banking Department and as Deputy Superintendent with the New York State Insurance Department. She began her professional career in the Corporate Treasury Office of Cargill Inc.
Cooperman is a graduate of Brown University with an A.B. in Economics and earned an MBA in Finance from the Wharton School at the University of Pennsylvania. She is a member of the Oregon Municipal Finance Officers Association and the Government Finance Officers Association of the United States and Canada.
