Contractor Requirements - Construction Specific
Vendors need to meet certain basic requirements to do business with the City. The following are those requirements that are unique to construction contracts, in addition to the general requirements for contractors.

Construction Contractor Board License Construction contractors must be licensed with the State of Oregon Construction Contractors Board or licensed by the State Landscape Contractors Board prior to submitting a bid/proposal to the City. |

Prequalification The City of Portland requires prequalification of all Prime contractors prior to bidding on Formal construction projects valued over $250,000. More information and a prequalification application can be found on the prequalification page. |

Permits Construction code regulations affect all construction and most site development activity. For more information visit the City’s Development Services Permit website. |

First Tier Subcontractor Disclosure Contractors are required to submit the State First Tier Subcontractor Disclosure form within two working hours after the date and time of the deadline when the bids are due as required by ORS 279C.370. |
