Tom Rinehart, CAO
Tom Rinehart is the Chief Administrative Officer at the City of Portland. He oversees the Office of Management and Finance, which includes the Bureau of Revenue and Finance, the Bureau of Human Resources, the Bureau of Internal Business Services, and the Bureau of Technology Services as well as business operations and policy development. As the CAO, he also has the responsibility of advising City Council on making the City’s financial and administrative functions more efficient and effective.
Tom worked with his team to create a strategic plan to strengthen the City’s operations over the next three years focused on adopting 21st century business solutions, developing an inclusive, talented workforce, and leading Citywide initiatives.
Tom was raised in Spokane, Washington. After completing a Bachelor’s Degree in Government and International Studies at the University of Notre Dame, he worked for two years in education and social services before discovering a passion for community organizing. For ten years, Tom was the Executive Director of broad-based organizations teaching people how to effectively organize to address issues in their communities. After a year with a farmworkers’ organization in rural Mexico, Tom was Director of Rhode Island Organizing Project and, later, Metropolitan Alliance for Common Good in the Tri-County Area of Portland, Oregon.
In 2008, Multnomah County Chairman Ted Wheeler hired Tom as his Chief of Staff. Working with Ted to rebuild a $1.2 billion county enterprise, Tom helped balance the budget while also protecting vital social services, pay down the county’s debt, and secure funding for languishing infrastructure projects. In 2010, Tom was appointed Chief of Staff for the Oregon State Treasury when Ted Wheeler was appointed Oregon’s 26th Treasurer.
In his role at Treasury, Tom led efforts to pass many successful initiatives, including the Oregon Investment Act to increase funding for start-up companies in Oregon and the Oregon Retirement Savings Plan, which is on track to offer a savings option for the estimated 600,000 Oregonians currently without access to a retirement plan through their employer. In addition, Tom served as a founding board member and Treasurer for the West Coast Infrastructure Exchange, a new model for addressing our water, energy, and transportation needs, and as an advisory board member for the Georgetown Center for Retirement Initiatives.
Tom holds a Masters Degree in Business Administration from the University of Portland, speaks fluent Spanish, plays a number of instruments in a passable if not polished way, and can often be seen jogging in the early mornings through North and Northeast Portland. He lives with his wife and three children in the Piedmont Neighborhood.
