Membership Information and Application

The Portland Utility Board (PUB) is a citizen oversight body for the Portland Water Bureau and Bureau of Environmental Services and City Council management of these public utility bureaus. The board has 11 voting members and 3 ex-officio members. Members are appointed by the mayor, in consultation with the Commissioner in Charge. 

The Board's purpose is to advise the City Council, on behalf of and for the benefit of the citizens of Portland, on the financial plans, capital improvements, annual budget development and rate setting for the City's water, sewer, stormwater, and watershed services. In addition, the Board advises Council on the establishment of fair and equitable rates, consistent with balancing the goals of customer needs, legal mandates, existing public policies, such as protecting water quality and improving watershed health, operational requirements, and the long-term financial stability and viability of the utilities.

While there are no current vacancies, applications are accepted on a rolling basis and reviewed when spots become available.
