PUBLIC RECORDS REQUESTS
Binding City Policy
WHEREAS, the City of Portland prides itself in citizen access to City records, which is a fundamental component of democracy;
WHEREAS, the Oregon 2007 Legislature modified public records law ORS 192 to require timely response to public records requests and develop procedures to publish records costs and contact persons;
WHEREAS, a work group comprised of representatives of the Auditor's Office, City Attorney's Office, Office of Management and Finance and the Bureau of Technology Services gathered information on bureau public records practices, charges and contact persons; and,
WHEREAS, the work group sought and received comments from bureaus on its draft records request form, guidance to help the public and employees with records requests, and a comprehensive list of records charges.
NOW, THEREFORE, BE IT RESOLVED, that the City of Portland values a more consistent and timely response to public records requests;
BE IT FURTHER RESOLVED, that the City of Portland will begin using the new records request form, charges and procedures on or before January 1, 2008, and will periodically review them for updating and improvement.
BE IT FURTHER RESOLVED, that this resolution shall be binding City policy and filed as such in the Portland Policy Documents repository.
