Section 2-101 Municipal Powers Vested in Council.

The power and authority given to the municipal corporation of the City of Portland hereby is vested in a Council, subject to the initiative and referendum and other powers reserved to the people by the constitution of the State of Oregon as defined and prescribed by the provisions of the constitution and general laws relating thereto, and by the provisions of this Charter.
