FIR-8.07 - Fixed Extinguishing Systems: UL 300 Upgrade

Administrative Rule Adopted by Portland Fire & Rescue Pursuant to Rule-Making Authority

To regulate the installation of UL 300 fixed extinguishing systems in both new and existing hood and vent exhaust systems.

This policy applies to pre-engineered fixed extinguishing systems protecting cooking surfaces in all occupancies where Portland Fire & Rescue has authority.

Recent changes in the types of oils used in cooking processes have rendered some existing fixed extinguishing systems ineffective. It is the intent of this office to minimize the possibility of uncontrollable fires resulting from the incorrect application of extinguishing agents.

The 2000 Portland Uniform Fire Code (PUFC), NFPA 96, and NFPA 17A.

Tilt Skillets, Tilt Braising Pans: large, floor mounted kettles with their own heat source. Used to braise meat of cook meat in preparation for making soup stock. 30 to 40 gallon capacity with a pouring lip and handle to rotate the kettle for pouring or transferring the contents. Usually equipped with an attached lid. Required to be located under a Type I hood, protected as for deep fat fryers.

New Installations:
New installations shall conform to the UL 300 standard. Systems shall be installed in compliance with all applicable sections of the PUFC, NFPA 96, NFPA 17A and in accordance with the manufacturer’s specifications.
Existing Installations:
Cooking lines with fryer operations (deep fat fryers, tilt skillets, tilt braising pans): Existing non-UL 300 fixed extinguishing system installations protecting cooking lines that contain fryer operations must be upgraded to UL 300 systems. Existing systems will be allowed to remain until December 31, 2005, when all of the following conditions are met:
  1. The system is maintained as required. This shall include hydrostatic testing. Dry chemical systems protecting commercial cooking operations shall be allowed to remain until either the cylinder is due for hydrostatic testing or until December 31, 2005, whichever occurs first. The District Inspector shall verify the hydrostatic test date at the time of inspection.

  2. The system coverage meets protection specifications for the cooking equipment.

  3. The hood shall remain unmodified.

  4. The cooking equipment shall not be changed or altered.

  5. Installation of a class K extinguisher in accordance with NFPA 10.

  6. The business owner has entered into a stipulated agreement with the Fire Marshal’s Office, agreeing to bring the fixed extinguishing system into compliance no later than 12-31-2005.

  7. In the judgment of the Fire Marshal, no condition exists that, if allowed to continue would constitute an imminent hazard.

  8. A written request from the business owner shall be sent to this office indicating the desire for additional time to comply with the upgrade requirement. This request shall include the target date for completion.

  9. A Stipulated Agreement shall be developed and signed specifying the requirements noted above, the targeted compliance date (prior to 12-31-05), and the actions to be taken if the agreement is violated.

  10. The agreement can be mailed or hand-delivered to the client for signature. Once signed by the client, the District Inspector shall countersign the agreement and route it through the supervisor for entry and scanning into Fires2000. A signed copy shall be delivered to the client directly or by mail.
Cooking lines without fryer operations:
Existing non-UL 300 fixed extinguishing system installations protecting cooking lines without fryer operations are allowed to remain as long as the hydrostatic test of the cylinder is current, items 2, 3, 4, and 7 from the list above are met and the listing has not been voided by system modifications. NOTE: some manufacturers are not allowing their cylinders to be refilled. These systems must be replaced.
