STADIUM ON-STREET PARKING EVENT DISTRICT
Binding City Policy
Section 1. The Council finds:
1. The Bureau of Transportation has a long history of extending on-street parking meter hours in Portland's Lloyd Meter District to support events at the Rose Quarter.
2. The Bureau of Transportation sets rates and extends hours for on-street parking meters during sporting events to protect the availability of parking for neighborhoods and reduce traffic congestion associated with cruising in search of free parking spaces.
3. The PGE Park Good Neighbor Agreement was adopted by City Council on February 17, 2010. The agreement includes a Comprehensive Transportation Management Plan (CTMP) to minimize neighborhood impacts during events at PGE Park.
4. Extending meter hours in the Stadium Event District during events will help meet the goals outlined in the Good Neighbor Agreement and the CTMP to protect neighborhood livability.
5. Other cities around the country operate on-street metered parking with higher meter rates in special event districts. A range of pricing strategies are employed to manage traffic impacts around stadiums and discourage neighborhood parking. Like other cities with similar parking technology Portland parking meters will increase meter rates only on game days.
6. The first home game for the Portland Timbers at PGE Park is scheduled for April 14, 2011, at 8 PM. The vast majority of Timbers games are scheduled to start at 7:30 PM or 8:00 PM. Current downtown parking meter hours end at 7 PM. Extending the meter hours in the Stadium Event District to 10 PM on event days will manage on-street parking for all Timbers' home games and reduce neighborhood impacts and traffic congestion related to cruising.
7. Parking signs and meters will be equipped with information indicating where and when event meter hours and pricing apply and the Bureau of Transportation will continue to conduct outreach and provide information to residents and businesses to the Stadium Event District as well as visitors to the District.
NOW, THEREFORE, the Council directs:
a. That the Commissioner-in-Charge and the Auditor are authorized to establish the Stadium On-Street Parking Event District, described as the portion of the existing downtown parking meter district from SW 18th Avenue east to I-405 and from SW Burnside south to SW Jefferson.
b. That parking meter hours shall be extended from 7 PM to 10 PM on event days and parking meter rates shall be reflected in Administrative Rule TRN 3.450 Transportation Fee Schedule. Higher rates and extended hours will only apply on event days. For the first game, on April 14, 2011, warnings will be issued instead of citations.
c. That future rate increases must be approved by Council.
d. That the Director of Portland Bureau of Transportation is delegated the authority to make changes to the district boundaries, meter rates decrease and hours of operation as needed to address immediate concerns quickly.
e. The Portland Bureau of Transportation will evaluate the success of the program during the first season of Major League Soccer and provide City Council with recommendations for future adjustments to Stadium Event District parking.
f. This ordinance is binding city policy.
Section 2. The Council declares that an emergency exists because field work to establish the district must be completed prior to the first Timbers home game on April 14, 2011; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
