COLUMBIA CORRIDOR TRANSPORTATION STUDY REPORT &
RECOMMENDATIONS

NCP-TRN-7.05
PURPOSE
WHEREAS, the Office of Transportation was directed by the City Council to
initiate the Columbia Corridor Transportation Study (CCTS) to determine a
multi-modal transportation strategy to address the different needs of the
Corridor, and
WHEREAS, the issue to be addressed by the CCTS included heavy
trucks competing with recreational traffic; volume and speed of
traffic, poor access to/from industrial businesses to the I-5 and I-205 freeways
and access to the growing Portland International Center and Airport;
and
WHEREAS, the CCTS implementation strategy provides for transportation
improvements on all levels; Corridor-wide transit improvements; traffic calming
along NE Marine Drive; utilization of underused capacity for freight at the
approaches to both I-205 and I-5 on NE Columbia Boulevard and NE Lombard Street;
bicycle improvements on NE Marine Drive; and pedestrian improvements as a part
of each of the projects to be undertaken; and
WHEREAS, adoption of this Study will allow capital dollars identified in the Office of Transportation's Capital Improvement Program for fiscal year 1999-2000 to be used to initiate projects identified in the CCTS;
POLICY
NOW THEREFORE, BE IT RESOLVED that the Columbia Corridor Transportation Study
Report and Recommendations (PDF document, kb) be adopted as the framework
for transportation investments in this portion of the Columbia Corridor as
attached hereto in Exhibits A and B.
