RIVER RENAISSANCE DIRECTORS GROUP
Administrative Rule Adopted by Council
ARC-ENB-10.06
PURPOSE
Section1. The Council finds:
- On March 21, 2001 the City Council endorsed the River Renaissance Vision
(Resolution 35978) as a call to action for City government, businesses and
industry, community organizations, neighborhoods and other agencies to
revitalize the river as the centerpiece of Portland. The vision includes five
themes: a clean and healthy river; a prosperous working harbor; Portland’s
front yard; vibrant waterfront districts and neighborhoods; and partnerships,
leadership and education.
- Since the endorsement of the vision, the Directors of Planning,
Environmental Services, Parks and Recreation, Office of Sustainable
Development, Portland Development Commission, Transportation, Water, and
Development Services have met periodically to provide guidance to the River
Renaissance Management Team. The Directors and their staff have found these
meetings to be productive forums for collaborative problem-solving among
bureaus, and they helped bureaus coalesce around shared direction and
priorities.
- River Renaissance advances a collaborative problem-solving model that
relies on extensive interbureau coordination and cooperation. To ensure the
availability of staff and information at strategic times, the bureau directors
and their staff agree that development of an interbureau work plan is critical
to inform each bureau’s budgeting process.
- The City has a fiscal responsibility to spend money on actions that will yield the greatest benefit. To be accountable, the City needs to monitor its progress toward achieving the River Renaissance Vision and report to the public on it regularly. Through this monitoring and reporting process the City will be better informed and thus better able to make strategic adjustments to its work program.
RULE
NOW THEREFORE, the Council directs:
a. The Directors of Planning, Environmental Services, Parks and Recreation,
Office of Sustainable Development, Portland Development Commission,
Transportation, Water, and Development Services shall meet regularly as an
official group called the River Renaissance Directors;
b. The chair of the River Renaissance Directors shall be the Director of the
Bureau of Planning;
c. The composition of the River Renaissance Directors may be modified from
time to time to respond to changes in the City structure without a revised
ordinance;
d. The River Renaissance Directors shall direct bureau activities to
implement the River Renaissance Vision and the River Renaissance Strategy and
related efforts;
e. The River Renaissance Directors shall develop an annual multibureau work
plan to implement River Renaissance, to be incorporated into each bureau’s
budgeting process;
f. The River Renaissance Directors shall report on progress and success to
the City Council, partner agencies and to the community through an annual State
of the River Report to track progress toward achieving the River Renaissance
Vision;
g. The River Renaissance Directors shall update and modify the River
Renaissance Strategy periodically to reflect current and future work programs,
highlight new exemplary projects, refine progress measures, and refresh other
sections of the document; and,
h. This ordinance is an administrative rule.
