TACOMA MAIN STREET PLAN
Non-Binding City Policy
WHEREAS, in 1995 the adopted McLoughlin Neighborhoods Plan Status Report and Implementation Strategy directed the Office of Transportation to develop a plan for Tacoma Street to address the impacts of traffic on neighborhood livability; and
WHEREAS, in 1998 the adopted Sellwood-Moreland Neighborhood Plan directed the Office of Transportation to improve the commercial and residential environment on Tacoma Street and reduce the impacts of traffic on neighborhood livability; and
WHEREAS, in 1999 the adopted South Willamette River Crossing Study established regional policy which reinforces the main street land use objectives of Tacoma Street and directs that improvements to the Sellwood Bridge and Tacoma Street support these land use policy objectives; and
WHEREAS, the South Willamette River Crossing Study also directs that regional travel demand that currently uses the Sellwood Bridge and Tacoma Street to be accommodated through improvements to the regional transportation system that surrounds the Sellwood Bridge and Tacoma Street; and
WHEREAS, in 2000 the Office of Transportation received a Transportation and Growth Management grant from the State to develop a multi-modal transportation plan that supports regional and local land use objectives for Tacoma Street; and
WHEREAS, the Tacoma Main Street Plan was developed with a citizens advisory committee made up of local residents, business owners and members of the Sellwood-Moreland Neighborhood Association; and
WHEREAS, after evaluating a range of alternatives against the projects objective's to support neighborhood oriented commercial and residential development, improve the pedestrian environment and protect neighborhood livability, and the results of two open house events; and
WHEREAS, the project recommends reallocating existing right-of-way space to provide for more permanent on-street parking and pedestrian crossing amenities to support commercial and residential development; and
WHEREAS, the project also recommends new streetscape design guidelines for the sidewalk area to ensure it meets the design goals for main streets and speed bumps on the adjacent side streets to protect neighborhood livability; and
WHEREAS, the project recommendations are endorsed by the Tacoma Main Street Plan Citizens Advisory Committee and the Sellwood Moreland (SMILE) Neighborhood Association, and
NOW THEREFORE BE IT RESOLVED, by City Council of Portland, the City hereby adopts the recommendations contained within the Tacoma Main Street Plan (Exhibit A),* and
BE IT FURTHER RESOLVED, that the recommendations are non-binding policy.
