NONPROFIT PARKING PERMIT
RULES
Administrative Rule Adopted by
Bureau of Transportation Systems Management Pursuant to Rule-Making Authority
ARB-TRN-3.306
PURPOSE
1. As authorized by Code section
16.20.660, a nonprofit vehicle permit allows a vehicle displaying the permit to
park in any area designated by the permit.
GENERAL
RULES
2. This permit may be issued to a
charitable organization when permit-parking activities directly serve a
charitable function. The permit shall be used to accomplish charitable business
only, and is not intended to serve as a substitute for off-street parking or to
make ordinary parking simply more convenient. The Bureau may deny requests for
permits or impose restrictions as deemed necessary.
3. A charitable organization must demonstrate the
following:
a) The organization’s current status as a charitable organization (i.e., a 501-C3 statement must be submitted with application) (Note: fraternal, cultural and civic groups are not eligible); andb) The organization provides broad-based services that benefit the community-at-large; andc) Use of private vehicles is necessary to perform services.d) If permit is lost or stolen, there is a $15 replacement charge per permit.
4. Applicants are encouraged to reduce the total number
of permits by using multiple vehicles on one permit rather than using an
individual permit for each vehicle.
5. Permit holder must observe restrictions/conditions
of the permit issued. (permit legends will vary to meet a variety of
needs.)
6. The permit must be clearly displayed in lower center
of windshield when service is performed.
7. It is unlawful to display this permit in any vehicle
other than that for which it is issued, and then only when the vehicle is parked
as specified on the permit. This permit may not be used in combination with
other permitted parking.
8. This permit remains the property of the City of
Portland and must be surrendered upon demand by any authorized
officer.
FEES
9. There is a $30 charge per permit for
the first five permits. Following is a fee schedule for additional
permits:
a) 1/1-3/31 = $1,100.00b) 4/1-6/30 = $825.50c) 7/1-9/30 = $550.00d) 10/1-12/31 = $275.50
VIOLATIONS
In addition to any penalty imposed by the
court as a result of a citation, violations of this permit will be penalized as
follows:
2nd violation: 10 days suspension of permit3rd violation: 30 days suspension of permit4th violation: revocation of permit
10. Failure to surrender a suspended
permit within 10 days of the date notification of suspension will result in
cancellation of that permit for the remainder of the year.
11. Continued noncompliance may result in an
examination of whether future permits will be issued.
