The City of Portland Liquor Licensing Program, and all programs in City Hall, Room 110, are closed to the public at this time, no walk-ins or appointments are available.
+ All annual license applications, including emergency, temporary, additional privilege applications. Annual applications must be submitted by mail with the required $100 (new outlets) or $75 (all other) processing fee. Processing time is 45 days from the date we receive the completed application. + All June 2020 annual renewals. We are requesting that all renewals be submitted online. Online renewals can be made here. We will accept mailed renewals with $35 processing payment but mailed renewals may take up to 30 days to process from the date we receive the renewal.
+ Temporary Sales Licenses/Special Event Licenses ONLY where the holder of the special event license is a manufacturer of alcoholic beverages in Oregon and will sell only factory-sealed containers of alcohol for off-premises consumption. Applications must be submitted by mail with a $35 processing fee. Processing time for TSL/Special Event licenses is 14 days from the date we receive the completed application - if you need a quicker processing time, you must email a request to email@example.com. Serving alcohol and managing people who are consuming alcohol are big responsibilities. Our goals are to help you provide this service in a way that brings people together, ensures safe practices, and contributes to the vibrancy of our communities. The OLCC holds sole authority to grant, deny or restrict a liquor license. The City of Portland’s role in liquor licensing is to act as a local processor of applications, provide information to support the OLCC in their decision making, and support local community building.

All liquor license applications and renewals must be reviewed and approved separately by both the City of Portland and the OLCC.
