Any person or business that sells or produces alcohol on an on-going basis in the City of Portland must have an annual liquor license issued by the OLCC and processed by the City of Portland Liquor Program.
Annual Liquor Licenses include: new license, change of ownership, change of privilege, or other change. All licenses have sub-categories dependent on use (i.e. On-Premises sales, Off-Premises sales, Distillery, etc.). The Oregon Liquor Control Commission determines which type of license best fits your need.
City of Portland Fee: $100 new outlet, $75 all other
How to Apply for an Annual Liquor License (each step must be done in person and in order):
Step 1: Fill out the OLCC Forms and submit to the OLCC. See here for details.
Step 2: New Outlets Only: Get a printed and signed map of the liquor license location from the Bureau of Development Services (BDS).
Step 3: Submit OLCC forms, City of Portland Personal History Form, map (new outlet only), and fee in person to City of Portland Liquor Licensing program at City Hall, 1221 SW 4th Ave, Room 110, Portland, OR, 97204.
Step 4: Wait 45 days to learn if your application has been granted by the OLCC.
