Annual Liquor License Application

Update (5/7/2020)

The City of Portland will accept new and emergency, temporary liquor license applications during the State of Emergency.

Annual Liquor Licenses include: new license, additional privilege, change of ownership, change of privilege, or other change. All licenses have sub-categories dependent on use (i.e. On-Premises sales, Off-Premises sales, Distillery, etc.). The Oregon Liquor Control Commission determines which type of license best fits your need.

 

How to apply for an annual or emergency Liquor Licenses in the City of Portland during the COVID State of Emergency

The OLCC is currently approving temporary liquor licenses during the COVID State of Emergency. Even with a temporary liquor license, applicants must still submit all new and additional privilege liquor license applications and fee payments to the appropriate local government for processing.

The City of Portland Liquor License Program office is currently closed. You must submit your liquor license applications and payments by mail. Mail application packet and a check for the processing fee amount to:

Liquor Licensing, Attn: Annual License 1221 SW 4th Ave, Rm 110 Portland, OR 97204

 

Emergency Liquor License applications for Additional Privilege must include:

1. Complete OLCC application packet initialed by OLCC staff with date and License Action.

a. Packet includes: Application, Business Information Form, and LLC/Corporate Questionnaire(if entity)

2.Check for the processing fee ($75). Checks should be made out to the City of Portland.

 

New Annual Liquor Licencing applications must include: 

1. Complete OLCC Application Packet initialed by OLCC staff with date and License Action. Packet Includes: 

        1. OLCC Liquor License Application
        2. OLCC Business Information Form
        3. OLCC Corporation/LLC Questionnaire (Unless an individual or non-profit)
        4. OLCC Individual History Form(s)
        5. City of Portland Personal History Form(s)
        6. Zoning Map, initialed by the Bureau of Development Services, contact BDS Hotline for a map (503) 823-7526 (new outlets only)

2. Check for the processing fee ($100). Checks should be made out to the City of Portland.

 

All other Annual Liquor License applications (NOT new or emergency additional privilege) must include:

1. Complete OLCC Application Packet initialed by OLCC staff with date and License Action. Packet Includes: 

        1. OLCC Liquor License Application
        2. OLCC Business Information Form
        3. OLCC Corporation/LLC Questionnaire (Unless an individual or non-profit)
        4. OLCC Individual History Form(s)
        5. City of Portland Personal History Form(s)

2. Check for the processing fee ($75). Checks should be made out to the City of Portland.

 

 

Mail application and a check for the processing fee amount to:

Liquor Licensing, Attn: Annual License 1221 SW 4th Ave, Rm 110 Portland, OR 97204

City of Portland will process your application in 45 days and OLCC will be in communication with you about the status of your application.
