Engagement is essential for ensuring broad perspectives
on proposed Charter amendments.

 What is the Portland Charter and why should I attend the forum?

The Portland Charter is the City of Portland’s Constitution. Every ten years, Portland City Council appoints twenty community members to serve as the Charter Review Commission. The Commission has the ability to research, deliberate and refer to voters proposed changes to the Charter. This is YOUR chance to tell the Commission what you think should be changed, added to or deleted from Portland’s Charter.

July Forum Topic: Independent Utility Rate Commission


Should the Charter Review Commission consider adding an Independent Utility Rate Commission to the Charter? The Commission has discussed the creation of an independent rate setting body for Portland water and sewer rates. Please share your thoughts on what policy issues and components should be considered by the Commission as it reviews this proposal. The Commission wants to hear from the community!


While the focus of this forum is an Independent Utility Rate Commission, the Commission will accept other testimony unrelated to this topic about what you would like to see added to or changed in Portland’s Charter. Attendees can opt to listen, sign up to testify or submit a comment card for the record. For those who wish to testify, testimony will be accepted in the order in which you sign up.
