Crime Prevention Coordinator Katherine Anderson says:

Fern Wilgus is a resident of the Laurelhurst neighborhood, where she is actively involved in making her neighborhood a safer place.  She is the safety chair of the neighborhood association, and has been a Neighborhood Watch organizer for the past five years.  Recently, after a rash of residential burglaries in her neighborhood, she worked to start three additional Watches. She has started a graffiti removal group, and has organized National Night Out parties.

Fern’s activism stretches beyond her own neighborhood as well.  She has served on the Bureau Advisory Committee for the Office of Neighborhood Involvement, helping identify priorities for the bureau in these tough economic times.  She attends the East Precinct Advisory Council and the East Precinct Involved Citizens group.  She has volunteered to educate holiday shoppers about the increased risk of car prowl during that season.

Fern is the survivor of a brain injury, but she has never let that get in the way of giving generously of her time.  In fact, she is one of the founding members of the Brain Injury Support Community here in Portland.  If you or a loved one has a brain injury, check them out at  They offer a wonderful web of support and activism for people with this very common disability.
