PCOD announces three ADA Anniversary events in July, 
D-NEWS calls for other submissions

The Portland Commission on Disability (PCOD), the City of Portland’s Office of Equity and Human Rights and their community partners are delighted to announce three 2015 celebrations in observance of the 25th Anniversary for the passage of the Americans with Disabilities Act (ADA). The 2015 theme is “Sharing our Histories, Dreaming our Future.” An open invite is extended for all Portlanders to look back to the beginning of the Disability Rights movement, celebrate its successes and reflect on the road ahead.

The “Advocating Change Together” exhibit in the City Hall Atrium will kick off the anniversary events on Monday, June 29, and run through Wednesday, July 8. The exhibit will display the history of the disability rights movement and was created by Advocating Change Together (ACT), a disability advocacy organization. The exhibit is free and open to the public at City Hall, 1221 SW Fourth Avenue.

PCOD is also participating at the second event on Tuesday, July 21, from 10 am to 2 pm, in Portland State University’s ADA celebration, being held in the park blocks by PSU. The Commission will be conducting an information table, providing informational materials and having ASL interpretation provided.

The main event, is scheduled for Sunday, July 26, from 1 to 5 pm at the Immigrant and Refugee Community Organization (IRCO), 10301 NE Glisan Street. It will chronicle the journey to create and enact the ADA, with community members invited to tell their stories of making change. This will be a universally accessible event. ASL Interpretation, closed captioning and audio descriptions will be provided.

There has also been word around town of other organizations planning celebrations for the ADA’s 25th anniversary. The Disability NEWS invites any person or organization that wishes to share information about other ADA celebrations with the public to contact the NEWS at These celebrations will be reported in the NEWS and posted on the Office of Neighorhood Involvement’s online calendar of events. Don’t forget to please include the important 5 Ws: Who, What, When, Where and Why or How, as well as contact information.

 Community Open House on Taxis and Private for Hire Transportation is June 16

The taxi market in Portland is changing and the City of Portland wants to hear from the public about their ideas and concerns about service and access. The public is invited to come learn and provide input at a Community Open House on Tuesday, June 16, from 4:30 to 7:30 pm in Meeting Room C on the second floor of the Portland Building, 1120 SW Fifth Avenue.

The open house will start with a brief presentation at 5 pm, to be followed by small-group discussions with task force members about key issues in the industry. Anyone needing accommodation may call Jody at 503-823-1769.

It is critical that the City of Portland provide necessary safeguards and standards to protect consumers, ensure accessibility, and allow for a fair, competitive market for drivers and companies across all sectors of the Private For Hire Transportation industry. The Task Force has organized itself into three subcommittees to address major issues in the industry. Members of each subcommittee will be on hand to speak directly with the public about:

  • Operational considerations: fares and pricing, driver behavior and rules of conduct, permitting, data reporting and compliance.

  • Accessibility: service for people with disabilities, citywide service, and employment of people with disabilities in the industry.

  • Market and program considerations: market capacity, environmental footprint, employment and compensation of drivers, and the role of the Private for Hire Transportation Board of Review.


DRO asks for input about inaccessible ODOT crosswalks, curb ramps 

Disability Rights Oregon is seeking information on inaccessible curb ramps or pedestrian crosswalks on street, roads and highways under Oregon Department of Transportation (ODOT) control.

The Americans with Disabilities Act was passed almost 25 years ago, but often times curb ramp improvements have not been made. Disability Rights Oregon (DRO) is seeking personal stories of experiences about accessibility problems at curb ramps or crossings.

Examples of sites under ODOT control are:

  • Oregon City: 99E 10th Street – Pacific Hwy E (from mile point 12.2 to 14)

  • Beaverton: OR 217 – Sunset Hwy – TV Hwy (miles 0 – 7.52)

  • Tualatin River Bridge: OR 99W Sunset Blvd/ Pacific Hwy W (miles 12-16.67)

  • US 30  Columbia City/Jones Rd: Lower Columbia River Hwy (miles 31.72-37.25)

  • US 30 McNamee Rd: Lower Columbia River Hwy (miles 13.03 – 17.93)

  • US 101: As it passes through Newport, Lincoln City, etc.

DRO is Oregon’s designated Protection & Advocacy (P&A) System, working to uphold the legal rights of people with disabilities. PBOT parking symposium is for the public for information and input

The future of Portland's parking is the focus of a Portland Parking Symposium to be conducted by the Portland Bureau of Transportation (PBOT) on June 29 from 1 to 6 pm with a drop-in reception and open house from 6 to 8 pm. The symposium is being held in the Portland Building's second floor auditorium at 1120 SW Fifth Avenue.

The public is invited to engage and mingle with other attendees and panelists, learn about businesses and organizations providing Transportation Demand Management tools and resources, and get more information from Portland districts working on their parking. There is also the opportunity to engage with the two main projects of the Portland Bureau of Transportation’s Citywide Parking Strategy: the Central City Parking Policy Update and the Centers and Corridors Parking Study.

There will be a keynote presentation by Jeffrey Tumlin about parking for healthy, vibrant communities, followed by three panel presentations: 

  • a developer panel talking about effects of growth and development trends on parking;

  • a community panel talking about certain areas working together to create parking solutions; and

  • an innovation panel talking about new and emerging tools and strategies that can help communities with parking.

Attendees may enjoy food and festivities while sharing with the City of Portland what they think about the future of parking. More information is available on the PBOT website.

Parks and Recreation conducting three ADA Transition Plan Forums in July

The City’s Bureau of Parks and Recreation is holding three public forums in July to present its ADA Transition Plan and hear public feedback. The plan is to increase accessibility at all public facilities that Parks and Recreation manages.

The events will be an open house format with large posters to view and a short digital presentation. ASL interpreters will be available. The three events will be:

  • Saturday, July 18, from 10 am to noon at the Charles Jordan Community Center Small Gym, 9009 N Foss Avenue

  • Tuesday, July 21, from 6 to 8 pm at the Multnomah Arts Center Dance Studio, 7688 SW Capitol Highway

  • Thursday, July 23, from 6 to 8 pm in the East Portland Community Center Multipurpose Room 3, 740 SE 106th Avenue
