Response to ADA Accommodation Requests and Complaints audit is now posted
The City's Audit Services assessed whether the City of Portland meets the process requirements in Title II of the Americans with Disabilities Act (ADA), specifically those related to accommodation requests and complaints. The office found that the City’s current approach makes accommodation requests difficult for individuals with disabilities and that the process varies by bureau.
The audit cited that accommodation requests are difficult to navigate for individuals with disabilities. It found that there is no single, easily accessed location of resources for individuals, bureaus’ processes vary, some bureaus and individual coordinators have more experience and resources than others and that more consistent policies and procedures would help.
It also notes that the City does not keep data related to accommodation requests or complaints in a central location. Prior efforts to establish a more centralized tracking method were poor. To allow the city to identify trends, prioritize needs, and improve services, it should be collecting and sharing information within its structure.
The recommendation to the Mayor in directing the Office of Equity and Human Rights is to take action to identify and document roles, responsibilities and processes for the ADA Title II Program and improve the ADA Coordinator Program Guide and the Title II program website.
The audit is available for reading or downloading on the City Auditor’s website. Select from the Audit Reports column the 2016 report titled "Americans with Disabilities Act: Coordination gaps complicate City response (Report 476).
Applications being accepted for Disability Leadership Academy that starts February 18
The City’s Disability Program will open its 2017 Disability Leadership Academy on February 18th and is now accepting applications. This is an excellent opportunity for any Portlander with a disability to advance their skills in project planning, building community, navigating political systems, and more. Applications are now being accepted through January 9th.
The Academy includes both training sessions and practical experience. Participants will have the opportunity to design and implement their own Community Engagement Project to affect public policy or create systems change. Individuals who successfully complete Disability Leadership Academy will receive a stipend.
Anyone interested in applying or finding more information for the academy program, may check out the Disability Program’s webpage. The webpage offers more specific details, a copy of the brochure to download, frequently asked questions with answers, and an application form. National MS Society “GPS For Your MS” Webinar is scheduled for January 10th
The start of a New Year is a great opportunity to reexamine the directions a person with multiple sclerosis (MS) and their support partner are taking to thrive in living with MS. The “GPS For Your MS” webinar is scheduled for Tuesday, January 10, from 8 to 9:15 p.m.
Just like a road trip requires diligent planning and routing, an individual can best succeed in their journey with MS by “mapping out” a comprehensive wellness plan with the help of their health care team. Stephanie Buxhoeveden, nurse practitioner, and Peggy Crawford, psychologist, will lead an exciting multi-disciplinary discussion on tools and techniques to help participants grow, while answering their questions in a live question and answer forum.
Can Do MS and the National MS Society are extending an invitation on Tuesday, January 10, to experience from the comfort and convenience of one’s home to learn about the different dimensions of wellness and how the “big picture” relates to developing strategies to navigate through the challenges of MS. This includes information on understanding co-morbidities, managing one’s sleep and stressors, and caring for emotional and mental health.

2017 UCEDD accepting applications now for 2017 Summer Internship Program
Applicants can now apply for the 2017 University Center for Excellence in Developmental Disabilities (UCEDD) Summer Internship Program at Oregon Health and Science University. The application period will close February 1, 2017.
Held every summer, the UCEDD Summer Internship Program provides opportunities for high school or early college students to gain experience in the disability field, develop transferable skills, and learn about various career paths in health care. Interns will receive training on disability theory, practice, and advocacy, as well as support and guidance in career planning and networking.
Interns will work 10 to 20 hours per week on a project at one of the Institute on Development and Disability units, gaining experience in research, education, training, and dissemination. After developing their own personal goals for the internship, interns will participate in activities that align with their career interests such as informational interviews, clinical shadowing, Grand Rounds, and other OHSU activities. Interns will also participate in group tours and field trips to OHSU labs, clinics, and facilities.
This internship is designed for students who are interested in pursuing a career in health care, specifically with a focus on disability. The UCEDD Summer Internship Program is a paid opportunity and runs June 12 through August 4, 2017.

Survey is available online for voters with disabilities to identify voting barriers
Self Advocates Becoming Empowered and partners across the country are asking for voters with disabilities to tell about their experiences when they voted. Please help the advocates learn about any barriers experienced so that they can work to improve the accessibility of elections by visiting the link at Survey Monkey. The goal is to collect 100 responses in Oregon.
The Help America Vote Act (HAVA) was passed to make sure everyone in this country could cast a private and independent vote. Now, Self Advocates Becoming Empowered wants to make sure the law is working. Please help by completing this survey.
Just as it is important to know that YOUR VOTE COUNTS, it’s necessary to know that everyone has the accessibility they need to MAKE IT COUNT. If you voted and have a disability, please respond to the survey.
FACT is providing Preparing for Child’s Adulthood Webinar on January 18
"Launch: Preparing for the Transition into Adulthood" is the focus of FACT’s webinar on January 18 from 6 to 8 p.m. Parents raising a child or teen experiencing disability and are curious what school, employment, community, and formal services might look like as their child grows up are invited to join in the online session.
Families can join FACT to hear all about the transition to adulthood for children and teens experiencing disability. This is an important online learning opportunity to hear about:
- Adult services
- The importance of vision for the future
- Developing the transition components of the Individual Education Program (IEP)
- Guardianship and other options
The webinar is free to families and caregivers and $25 for professionals or those who need a certificate of attendance. Registration is available online at the event website. After registering, participants will receive an email with details on how to log in and access the seminar.
Free Living Well with Chronic Conditions six week workshop being held from February - March
The Oregon Office on Disability and Health, Inclusion Inc. and the Oregon Health Authority are sponsoring a free Living Well with Chronic Conditions workshop for people with disabilities and their care providers. The workshop will be held at Inclusion Inc. in southeast Portland at 50 S.E. 18th Avenue on Thursdays, February 16 to March 9, 2017, from 1 to 3:30 p.m.
This is an opportunity to learn new ways to help deal with issues caused by many chronic conditions. The workshop helps participants:
- Deal with depression
- Eat more nutritiously
- Control pain
- Fight fatigue and frustration
- Manage stress and relax
- Solve problems
- Communicate better with health providers and family members
- Meet personal goals
- Start an exercise program.
There is no cost for the session and lunch is provided. Adult foster home providers can receive credit for attending. Registration is required by January 25, 2017. Call Inclusion Inc. at 503-232-2289 to register.
Portland Commission on Disability is currently recruiting for new members
The Portland Commission on Disability’s (PCOD) is currently recruiting interested persons in the community who can help with policy analysis/creation, document creation, impacts upon people with disabilities and other work involved with its role for the City. Recruitment is currently open for four vacancies on the Commission with the application available online.
PCOD’s mission is to guide the City in ensuring that it is a more universally accessible city for all. To achieve its goals and follow this mission, the Commission is composed of 23 members who engage the community to advise City Council and its bureaus on the policies, services and practices to make them inclusive and accessible.
