We continue to hear feedback about ONI’s licensing requirements for cannabis businesses, and how those requirements connect with the permitting process at BDS.

The balance between safety and speed can be tough to strike. Commissioner Eudaly joined Portland City Council at the start of this year, and is now in charge of both ONI and BDS. They are looking closely at how our City’s regulations can better strike that balance without affecting the safety of businesses and their neighbors.

In December 2016, council passed changes that kept proof of final permitting as a license requirement for Producers and Processors, but not for other license types. Since Producers and Processors carry the greatest level of potential risk, it’s important that Portland be proactive to avoid any future problems, including fires, explosions, or other unsafe conditions.

The building and mechanical permitting can be a long process, not just for cannabis businesses, but across Portland’s business community. Our office has been working with Commissioner Eudaly’s office and other bureaus on how best to address these issues.
