Purpose and Role of the Bureau and Advisory Body
The purpose of the Waste Equity Advisory Group is to provide oversight and accountability during the implementation of the Waste Equity Workplan, drawing on the knowledge and expertise of members to ensure that the projects and programs meet established goals. The Waste Equity Workplan identifies the work the City of Portland Bureau of Planning and Sustainability (BPS) will undertake to advance equity and diversity in Portland’s garbage and recycling collection programs.
Advisory Group activities include:
- Visioning and Goal-Setting: The Advisory Group will help to craft a vision of an equitable, diverse, and inclusive waste collection system for Portland and, working with BPS staff and consultants, develop performance measures and set goals to track progress in achieving that vision.
- Accountability and Transparency: The Advisory Group will annually review and evaluate progress on the Waste Equity Workplan, provide feedback on the prioritization of work in future phases and recommend updates as needed to BPS program staff. Advisory Group members may be asked to accompany BPS staff to report on Workplan progress to City Council.
- Program and Project Development: The Advisory Group will advise BPS program staff on the implementation of Waste Equity Workplan projects and activities to ensure alignment with Workplan goals.
To be eligible for the Waste Equity Advisory Group, members must live, play, worship, work or do business in the City of Portland.

- You are an advocate for racial equity, and have a strong interest in advancing equity, diversity, and inclusion in Portland’s waste collection system.
- You are available to attend all meetings and participate in the discussions.
In addition, a combination of the following expertise and experience are desired for the Advisory Group. We encourage you to describe in your application how you would bring one or more of the following qualifications:
- Understanding of Portland’s waste collection system, including the residential franchise system, multifamily waste collection, commercial waste collection, and public trash collection, from a regulatory, operations, and financial perspective.
- In-depth knowledge of operational requirements and costs associated with collecting garbage, recycling, and composting.
- Understanding of the barriers, challenges and opportunities for minority-owned and women-owned businesses to win public contracts.
- Experience with minority-owned business and women-owned business development and inclusion strategies.
- Experience with strategies for enhancing workforce diversity, including connecting workers to businesses and training programs or other resources for employers and job seekers.
Terms & Time Commitment
The group will meet monthly for the first several months, after which meetings will be held quarterly (once every three months). Meetings will be 1 to 2 hours long and take place on weekday evenings. The first meeting will be held at the Bureau of Planning and Sustainability at 1900 SW 4th Ave.
Members will serve a term of 1 year, with opportunity to renew for an additional year.
Members are expected to prepare for meetings on their own time and arrive ready to discuss meeting materials and agenda items. Meeting materials for review may be sent with minimal time to review, potentially as few as 48 hours in advance.

Those selected to serve on this body will be legally considered public officials for the duration of their service. As such, they will be required to publicly disclose potential conflicts of interest. If potential conflicts of interest are not disclosed, individual members are subject to education or monetary sanctions from the Oregon Government Ethics Commission. Having potential conflicts of interest does not preclude you from serving on this body and may not impact your ability to participate fully on this body. Stakeholders often have potential conflicts of interest by the nature of having interest in the work. The Conflict of Interest Disclosure is included in the application.
