Portland City Council Approves $548Kin Cannabis Social Equity Grants
On May 21, 2020, Portland City Council unanimously approved $548,094 in total funding for six organizations as part of Year 3 the City of Portland’s Cannabis Social Equity Grants.

History of Portland's local cannabis tax
Since then, over $6M has gone toward street infrastructure improvements; DUII training; drug rehabilitation; small business support, economic opportunity, and technical assistance for business owners from communities disproportionately impacted by cannabis prohibition; record-clearing; and other efforts.

The report includes information about the original ballot measure that authorized Portland's 3% local cannabis tax, the decisions that were made in 2017 and 2018, recommendations for how Portland's local cannabis tax ought to be approached moving forward, more detail about this year's Social Equity Grants, and more.
In FY 2017-18, the City awarded $500k in Social Equity Grants that were administered by Prosper Portland and the City of Portland's Grants Office. To learn more about these efforts, please click here.
This year's tax (Fiscal Year 18-19)
In fiscal year (FY) 2018-19, there was about $3.6M in revenue available for those efforts:
- $1.77M - Portland Bureau of Transportation, Vision Zero projects
- $2.15M - Portland Police Bureau, DUII Training and Vision Zero traffic enforcement
- $700k - Office of Community & Civic Life, Social Equity Grants
Our goals for future allocation of the City of Portland’s local cannabis tax revenue are the following:
- That the City of Portland strictly adheres both to the letter and to the intent of Ballot Measure 26-180;
- That the City conducts an open, transparent process by which local cannabis tax revenue allocation priorities are established, and by which decisions about the specific proposals that are funded are made;
- That the City has an ongoing mechanism of accountability for both the organizations that receive local cannabis tax revenue, and for the City bureaus and offices that make decisions about funding prioritization;
- That the community can easily understand these processes, and know where they can provide input or witness these processes as they develop and are implemented.
