Facilities Services Programs

Operations and Maintenance

The Operations and Maintenance team oversees the day-to-day operations of Facilities Services' entire portfolio. From managing customers needs for changing lights or tenant improvements to performing preventative maintenance on our buildings, we keep our buildings up and running and our customers happy. Facilities Services uses a centralized Dispatch Center for receiving customer service requests and scheduling maintenance response in order to assure rapid and cost effective response. Our dispatchers use modern electronic management equipment to monitor elevators, HVAC and lighting systems in all buildings designed with these "smart building" systems. Our Mechanics are trained and qualified to provide the highest standards of service for all facilities related equipment and customer requests. Contractors are also utilized when specialized services are requested or time constraints warrant the extra support.

Project Management

The Facilities Project Management division provides the lead role in the planning, design, and construction of new buildings, major tenant improvements, maintenance improvements, renovations, and historic restoration projects for city-owned buildings and facilities. Staff works closely with client bureaus to identify needs, maintain a high level of quality assurance, and manage the project regulatory review processes. The  team also develops project budgets and reviews and approves the expenditure of funds throughout a project in a manner that will assure proper and ethical stewardship of the public’s resources. This includes the management of grant and bond funds and the negotiation complex project-related agreements with other public agencies. 

Property Management 

The Property Management team generates, administers and manage leases for City-owned properties. Staff also negotiate, generate and administer leases, as requested, when a City bureau requires space and space is not available in a City-owned site. Staff licensed in real estate by the State of Oregon purchase property for City use and sell surplus real property. This section also maintains an inventory of information on City-owned real property. Contract Management 

Contracts Program manages all contracting functions and administrative support tasks for Facilities Project Management, Property Management, Operations & Maintenance, and Dispatch. Contracts Program's staff provides technical assistance to project managers, property manager, and maintenance technicians in developing contract documents and specifications for goods & services, construction, and professional, technical, and engineering services for the Facilities Services Division. The Program is responsible for preparing, managing, and renewing contracts as needed and developing and assisting with all contract documents, requests for proposals, and bid documents within the Division.
