*146 Authorize grant agreement with Hack Oregon, an Oregon non-profit corporation, to build open data web applications to promote engagement, awareness and quality of life with City data, not to exceed $22,500 (Ordinance) 10 minutes requested
Purpose of proposed legislation and background information: Hack Oregon is an Oregon non-profit corporation that forwards local digital and civic literacy by providing training and building web application projects based on open source software. The organization aims to increase insight and engagement with public data through these projects and through their community. Hack Oregon's mission of advancing public knowledge with public information is consistent with Council desire to use technology to foster open, transparent and accessible government.
The proposed legislation authorizes the City Budget Director to enter into a Special Appropriation Grant Agreement with Hack Oregon that stipulates the details of the services that Hack Oregon will provide as well as the obligations the city will commit to.
As per the proposed agreement, Hack Oregon will engage a team of volunteers to design and build multiple open-source web applications that will exhibit data provided by the City, train at least 100 students with hands-on open-source product development skills, and demonstrate project outcomes at a public event. The City will make a grant in an amount not to exceed $22,500.
