KGW's Randy Neves reports on Council's decision yesterday to allow pre-construction work on PGE Park. Council approved the resolution, brought by Mayor Sam Adams, by a 3-2 vote. Commissioner Fritz joined Commissioner Fish in voting against the proposal.
