The Independent Police Review (IPR) has released its investigative report and recommendation regarding the Portland Police Bureau’s involvement in the arrest of Michael Fesser in cooperation with the West Linn Police Department. The investigation examined whether seven Portland Police officers inappropriately assisted the West Linn Police Department in the arrest.
