Complaints of Alleged Misconduct Filed by Community Members:
The colored hexagons show the number of alleged police misconduct incidents that occurred within that area.
When you zoom in on a map area, pie charts will appear to show the proportion of each type of allegation within those complaints.
For further information about the outcome of complaints, see IPR Reports. The number of complaints and individual allegations filed with IPR is not equivalent to findings of misconduct by members of the Portland Police Bureau. A single complaint usually contains multiple allegations. For example, a community member might complain that they were treated rudely as well as stopped without cause.
The Force category on this map does not include Officer-Involved Shootings. An Officer-Involved Shooting or In-Custody Death will automatically generate a Portland Police Bureau complaint; these incidents are also not reflected in the community complaints map. A member of IPR’s management team responds to the scene of every In-Custody Death or Officer-Involved Shooting. An IPR designee participates in all aspects of Officer-Involved Shooting and In-Custody Death reviews, which include a mandatory policy review by Internal Affairs, and a training analysis by the Police Bureau Training Division.
