Assign Force Allegations
IPR investigators will properly identify and document all allegations by community members of improper or excessive use of force by Portland Police Bureau officers.
Under City Code 3.21.070, IPR may not dismiss an allegation of inappropriate use of force unless there is clear and convincing evidence that the allegation has no basis in fact. In other words, there must be clear and unequivocal evidence that there is no basis for the allegation of inappropriate use of force and by extension no need for a full administrative investigation.
IPR staff will review all declinations of use of force complaints by Internal Affairs under the clear and convincing standard. No use of force complaints will be declined by IPR without the Director’s explicit authorization.
