Third-Party Complainants
If the person who first brings a complaint to the attention of IPR did not see, hear, or experience the alleged misconduct, the IPR Investigator will explain that IPR will attempt to reach and interview the person(s) who experienced the alleged misconduct. Although IPR can initiate an investigation from a third-party complainant, IPR may advise the person that they will not be listed as a complainant for the administrative investigation, and will not have the right to appeal the findings regarding the officer’s conduct.
