The Equitable Contracting and Purchasing Commission was adopted by City Council Ordinance 187030 and approved by City Council on February 25, 2015, as amended on June 24th, 2015. A nine member voting Commission was appointed by the Mayor. Each Commissioner will serve, without compensation, for a term of two (2) years. The terms of the first Commission is established as; June 24th, 2015 – June 23rd, 2017. The Commission shall include minorities and women contractors, and stakeholders with experience in diversity contracting.
Recently, City Council tentatively approved the Mayor’s proposed budget. In that budget, as a budget note for the Office of Equity and Human Rights, was the following language specific to the Equitable Contracting and Purchasing Commission:
The Proposed Budget merges ECPC with the Fair Contracting Forum in the Office of Management and Finance due to the significant overlap in scope and mission between these entities. This merger is expected to facilitate better alignment among the ECPC’s mission and procurement staff, data, and leadership. The transition reduces the bureau’s budget by $25,000 in ongoing General Fund resources.
This merger of the work of the ECPC will occur as of the beginning of the fiscal year, July 1, 2017. At the most recent meeting of the ECPC, May 18, 2017, the Commissioners decided by consensus of those present not to hold any further meetings, and wait for direction of how the work will continue once it is transferred to the Office of Management and Finance.

The bylaws governing the Equitable Contracting and Purchasing Commission, as approved at the September, 2015 meeting
