Kapua has over 18 years’ experience in office management, executive level business administration, and leadership roles in the healthcare system, private sector, and government.
Born and raised in North/Northeast Portland, Kapua initially joined the City of Portland’s Bureau of Environmental Services as a contract employee in early 2000. She left the City in 2006 to become the Subcontract Procurement Manager for Kiewit Construction on the City of Portland’s East Side CSO Tunnel Project, the “Big Pipe,” the largest sewer construction project in Portland history.
She is most recognized for playing an instrumental role in implementing and achieving the goals set forth for Minority, Women and Emerging Small Businesses (MWESB) and Disadvantage Business Enterprises (DBE), providing outreach and subcontracting opportunities on the design- build project.
Kapua spent some time traveling and later came back to the City of Portland. She joined the Office of Equity and Human Rights as the Director’s Executive assistant in 2017 and manages the business operations for the bureau. In her free time, she enjoys traveling and spending time with her family and friends.
