The Office of Government Relations' International Relations program promotes partnerships and exchanges that serve to further Portland's policy objectives, foster successful sister city associations, and make Portland a more welcoming international city.
The IR program is responsible for developing the City of Portland's international agenda by focusing our resources on strengthening Portland's global economic development outreach, supporting cultural ties and advancing educational partnerships. We achieve these goals by working with a variety of partners including government offices, non-profit organizations, businesses, educational institutions, and other international partners.
The IR Director oversees Portland's nine sister city associations, and one friendship city relationship. Portland's sister & friendship city associations cover a broad spectrum including economic development; arts, culture and educational exchanges; annual events and celebrations; and international travel.
